What's the best way to assign different 'speeds' (QoS policies)
based on where the dst is? <br>

i.e: full 10g to local ixps, but transit capacity is limited to
say 100m per IP.<br>

It sounds like I'm trying to do something like QPBB (in Cisco
terms) based on BGP communities, but not exactly sure what feature
I should be using for this. Does Brocade have something that can
attain similar features?<br>
<br>
The platform of choice we're looking at is probably XMRs with
cards that can fit 1M prefixes.<br>
