Heath Keyer w/TS-850

For some reason I can't get my Heath HD-1410 to work w/ a TS-830, a
negative keying rig with -65v at the center conductor.  I know I keyed a
negative keying rig in the past, and the only mod I see in the manula is
on page 57 where it suggests shorting out R27 & D5.  Tried that, & didn't
work either.

Any ideas?
