at-1 current

i am restoring a at-1,that somebody tried to modify.

on 20 meters i get about 3 ma grid current and
about 20 ma of plate current,,, into a dummy load
is this normal?? any idea max grid current for the final (6L6)

also the plate voltage to the tubes is a lot higher
then the tube spec. why???

what is outout voltage of the power supply with key open??
