SB-102 Help Needed

Looking for help with a strange problem with a Heath SB-102.

On strong signals of S-9 or more, the audio is distorted with what I
would call "hum modulation".  On weak signals, they are crystal clear.
This is with the RF gain at max.

All signals exhibit the same "hum" when the RF gain is reduced.

With no antenna connected and the RF gain at minimum, AF gain at
minimum, there is only the barest perceptable hum in the speaker.
Only a little hum with the volume control at 1/2.

Power supply has been re-capped.  All electrolytics in the SB-102 have
been replaced.  Same symptoms with re-built power supply and a power
supply with 20 year old caps.  Both power supplies are model HP-23B.

It's been so long since I've really used an SB-102 that I don't even
know if this is typical of them.  Reports of transmit audio have been
very good, and viewed through a scope also appear clean.

Any suggestions?  Comments?
