SB102 low xmit audio??

I am fooling around with a pair of SB102's
They both have about 100 watts or so of key down output. But, on a peak
reading wattmeter, one of them bounces up to around 100 with voice, but the
other one
only comes up to about 20 watts with voice. (full output with a whistle).
I tried swapping the mic amp tube (V1) but that didn't do it.
Any other gotchas with the Heath's audio?
By the way.. same mic, same power supply, antenna etc. One just has no punch
at all.
Of course that is the nicer looking one!
Where is a good place to start? It helps that I have a good one to compare with.
Any input would be helpful!
