Hi Mac,

It sounds like the paralleled resistors are effectively in series with the
primary of the transformer, which will lower to some extent the primary
voltage, and thus also the secondary voltages. The only reason I can think
of for making such a mod would be if the previous owner had higher than
normal line voltage, and wanted to drop it. I would suggest that you remove
the resistors, and replace them with the wire jumper as originally designed.
Unless there is a fault in the transformer (very doubtful), it should work
fine.
