Senica How Many Watts Out Should I Get

I have 2 Senica's (VHF-1)'s that I am trying to get on the air for our
local 2 meter am net. I have both of them up and running, but am only
getting about 30 watts output. Is this normal. I have put new 6146's in
one of them and a new driver, and it did not make a difference.
