HW 101 Problem

I have a HW 101 in excelent condition with one problem.
The manual says that there should be 50ma of resting current when meter is
set on plate. I fallowed directions for the bias adjustment,but get no
response on the meter.     The meter works in the other positions. I am new
at working on these rigs and wonder if someone can point me in the right
direction to start solving this problem? I also show about 75 watts output
into a dummy load.
