tuning plate cap. arching

I am having trouble with my plate tuning cap arching. I have added all
the Harbach electronic upgrades including the parasitic suppressors. It
looks as if the plate had been burned and pitted in one spot prior to
the upgrades and was wondering whether this had to be replaced and where
to find a new one. or what can be causing the problem. It seems the
finals are going into self oscillation
