tuning plate cap. arching

In what piece of equipment is the ARCING taking place?  If it is one of
the Heathkit SB-series linear amplifiers, I recall seeing a fix for that
when I was compiling the list of QST Heath mod articles which were
published on the Heath reflector some weeks ago.

If it is a Heath, please post which model, and I will look it up.
