Heath HW-16 again !!!

Hey all, I think I'm on to something. The little neon,
you know, the side tone oscillator, is coming on again
as soon as I turn the unit on. I had this problem before,
but I just replaced V 7-9 and now it's back. I traced the
puppy to ground, and systematically unsoldered the connections,
and the thing still glowed. Well, it stopped when I unplugged
both v7 and v8, but either tube will give it ground, and
glow it will. I unplugged both the key and vfo, so it's not
that. The bias voltage comes in on one side of it, so if
the r9 resistor were shorted, unless directly to ground,
then it wouldn't do anything.

V8 seems to give it more of a potential than v7 does. I guess
it's bias voltage seeking positive.

B is the +8 volts, and it's common to both tubes. I think that
it's probably shorted somewhere, but there I get lost.

Checked the bandswitch too. No effect, that I can see.

Because of the tubes, I'm clueless. Any help is appreciated.
