HW-7 Problems

Hi,
I'm having a problem with my Hw-7; I'm detecting a carrier
on 14.050, and 21.115. On 40 meters alls well with no carrier
being detected. The unit in transmit mode works fine putting out not quite
3 watts on 40, with 2 watts output on 20 and 15. It's interesting to note
that I'm not showing any output on the units meter. I'm using my FT 767 as
a detector WITHOUT the an- tenna being connected.
I've tried testing the various components as described by the manual,
but all the readings I'm getting are well below the
+/- 10% the manual suggests for readings. I've also gone as far as pulling
some of the suspected transistors and test them us- ing a transistor testor
with negative results. The power supply I'm using is a regulated 13.8 volt
power supply rated at 20 amps.
As you can tell, I'm having a lot of difficulty isolating
the culprit. I bought the unit used from a local Amateur Radio
store some five years ago used, and this is the first time I've
had problems with it. I use it extensively during the summer and fall
months camping and for just general qrp operation I would hate to lose the
little rig 'cuz it's so simple to use.
