SB200 SWR Meter

This is my first experience with a SB200... with the unit power turned off but
the amp connected to a dummy load....I can not get a full scale reading in the
relative power position when tuning up my SB401. I have another meter (HM102)
in series also showing 100 watts to the load. Any ideas why the meter reads
2/3 scale  in the relative power position with the sensitivity control fully
clock wise? I am going to open it up but thought I would ask first.
