SB 401/301 problem

This sounds as if the receiver's SSB carrier oscillator(s) are off
frequency, perhaps down the slope of the IF filter. Is power down on BOTH
USB and LSB? I bet just on one; that oscillator is probably mistuned or
perhaps not putting out full power to drive the transmitter's LO buffer
