Amp fault AR 1302

Can anyone help?  I am assisting a French engineer to solve this one
without knowing a bean myself but I do know a capacitor from my elbow.
Story is we have serious power loss after about 5 secs after switching
on , also after tuning into a radio signal. This affects all amp input
signals. Otherwise all seems to be working well, and thanks to all
American help we have a complete manual. Cheers from France, Francis
