HW-16 Question About Power Level Control

The power level control on my HW-16 doesn't change the actual output power
of the transmitter much, from a minimum of about 40 watts to a maximum of
50 watts measured on the feedline.  The meter on the HW-16 in the relative
power position confirms this.  The voltage change on pin 2 of V9 (6GE5
final) and the plate current seem to vary properly when the control is
rotated although I'd have to try it again to give values.  I haven't tested
or changed V9.  Signal reports are good.  Does anyone know if this is
normal for the HW-16, or have an idea where to look for the problem?
