HP-23A vs HP-23B

Bill, the main difference is that the HP-23A has an adjustable bias supply,
whereas the HP-23B has only fixed bias.

The only other difference I'm aware of is that the HP-23A has somewhat
beefier filament windings than the HP-23B.  As long as you're running Heath
gear this shouldn't be of any concern, and the HP-23, HP-23A, HP-23B and
HP-23C can be considered interchangeable.  However, using an HP-23B to
power a Collins KWM-2 has been disastrous for a few folks who burned up the
power transformer.

I'm working from memory here.  My info is still buried from moving a year
ago, otherwise I'd give you the specifics which I researched two or three
years ago.
