HW-8 Bandpass Filter - Help Needed!

I have a HW-8 that has low output power on 80 meter.  I suspect the output
filter.  Comparing this output filter with lowpass filters on monoband rigs I
have ....well it's not the same.  It's different.  I know hI can use my MFJ-259b
to check the lowpass filters, but how  can I use it to check the 80 meter
bandpass filter in the HW-8.? Also the torroids have high values compared to a 5
element filter for 80 meter.  One coil is 15.5 uh and one is 27.5 uh.  How are
these wound to have such high values?  I was expecting 2.4 uh or 3.0 uh.. My
power on 80m is less than 1 watt.  I have 2w on 40, 3w on 20 and 2w on 15.
Any tips or troubleshooting hints are appreciated.
