A common problem in a freshly wired HW or SB transceiver was to swap T102
and T201.
Also, similar resistors were sometimes swapped. For example, 22k resistors
swapped with 220's and so forth. After finding two wiring errors, there may
be more.
I think you'd probably be better off peaking up on the s-meter rather than
by volume. Also, you need to use a VTVM or other high impedance measurement
device when measuring many of the voltages.
