401 Trans. Grid Problem???

I have a SB401 that has a grid currant problem.
When I go to the tune position of the mode switch I get full RF output but
the grid is zero or around mid-scale on the meter or fluctuating up and down
between zero and
mid-scale. The RF output stays steady at full scale.
After a few clicks of the mode switch and about 10 minutes on the air the
grid currant settles down to where I set it and stays steady.
I have cleaned all controls and checked for bad grounds.
Can anyone tell me what is going on and how to fix this problem.
Could the finals be going bad even though I get full output.
