Unbuilt Heathkit Most Accurate Clock : GC-1000-H

This may not be all that unreasonable.  The kit was $250-$300 from Heath in the 80's.  So $400 with 15 years of inflation is not at all out of the question.

especially unbuilt ones, this clock is currently going for US$400.00 by
