Price for C-3 Capacitor checker

A friend wants to sell me a C-3 cap leakage checker.  But we don't know abt
a price that is fair for him.  Cosmetically it is very nice.  Electrically,
we haven't tried it yet.  He built it himself a few years back.  Appreciate
your help.
