SB-200 Low HV

Greetings:  HV on my SB-200, w/ 116VAC input, is about 1800 VDC on the panel
meter which has been confirmed by measuring with an external meter.  With
the HV secondary disconnected, AC output of the power transformer is about
590-600 whereas the manual says it should be 800 VAC.  Transformer HV
winding shows infinite resistance to ground.  Does anyone know what the
resistance of the HV secondary should be?  Mine measured about 13.3 ohms
which I am beginning to suspect is low. Thanks in advance for comments.  Joe
