To answer your post on the "best capacitor checker"............

"Best" Capacitor checker (other than professional lab instruments
that most of us hams can't afford) and "reformer"....A Military ZM-11/U
which shows metered leakage current (0 to 1ma, 5ma, 25ma) and
voltage (0-500VDC) for electrolytics. ......It also measures Resistance
from 1ohm to 11 megohms, Inductance from .1mH to 110H, Turns Ratio
of transformers from .01 to 110 and will read insulation resistance up
to 10,000Megohms (yes, Megohms) ...usefull for testing small capacitor
leakage. Unit is physically small approx 8"x8.5"x6"....has 7 tubes and
an "eye". And you hope there is never anything that goes wrong with
it because it is mucho difficult to work on because of the compactness.
They go (went) for $25-$50 from what I've seen.

Numerous Heathkits are just fine also for general testing and "reforming".
