Sb-104A low output

Hello,
I am an owner of a very nice looking and receiving SB-104A. The rig receives
like a champ but I have a problem on transmit.  When in the low power
position I get 3-5 watts out but when I depress the Hi power button I get
zero output.
going through the PA transistor check I am have the 13.8 volts where I
should but the only conflicts that I have are with the ".65" volt tests.  On
high or low power transmit I show .45  ( instead of .65) and on receive I
still read .45 volts ( instead of 0 )
Also pin 1 on the PA board reads .45 instead of .7.

Before I change out the  finals is there something that I should check
first?

Any help would be appreciated as I would like to get this classy station on
the air.
