HW 2036 2 mtr rig / need repair advise

Very common problem/characteristic of the -2036...it's the frequency to which the PLL in the synthesizer is divided down to and it passes thru to the transmit signal, unfortunately.

The olny thing I can remember is tightening ALL hardware on circuit boards, etc. It doesn't cost anything and reduces ground loops, which are a big part of the problem. I remember a tech at Heath adding additional bypass caps, but I don't remember where. Considering the low frequency, I wouldn't have expected much change from the additional bypass caps. Now that I think about it, I think I remember him having problems with the T/R switching speed as he increased the capacitance. I think he was desperately trying  adding it everywhere.

    I am the proud owner of a HW 2036.  I purchased it assembled at a hamfest.  I do have the manuals.
     
    Recieves fine.  on Transmit every says that it sounds like I have a tone on, I am understandable but the tone is annoying.
     
    Where do I begin to fix this?
