High volt. cap ?

I'm wondering about those black caps that heath used in most crt supply
circuits. Lots of 1200v and 3000v. Some were marked accushnet. I have
never seen a used one that didnt have some kind of juice on them. Is
this leakage? maybe oil filled. If its something leaking, should they be
replaced? Does anybody know a source for these, perhaps higher quality
than the original? I have some that are .5 Uf at 1200 v, about 2 1/2
inch long, 1" dia. and some that are .015 3kv that are much smaller.
