AO-1 Oscillator

        I have a Heath AO-1 audio oscillator all original that lights the
tubes and has some voltage out, but can't get it to oscillate right.  Tried
the feedback setting like the manual says to start the oscillation, but it
will not set on the volt meter correctly.  The only component I can measure
that seems a little out of the specs is a 4.7K resistor across the main
metal 20uF cap.  Still have to verify all the tube voltages but I'm getting
pretty good plate voltage on the 6ns7's.  When I look at the signal output
on an old scope with direct lead connections, varying the frequencency dial
doesn't change the scope signal.  Any ideas?
