6DS4 tubes

I have an SB-110a that I'm trying to restore, and this has been a
trail. The wiring has been a mess, and several tubes needed
replacement. My questions surrounds the 6DS4. When I try to test one
of these in the tube tester (my tester actually has a socket for the
tube) I can get no emission reading, Grid leakage tests ok, and there
are apparently no shorts, but the tubes does not feel even "warm" from
the filaments either. I have tested 6 of these tubes and same result
each time. I even tested a 6SK4 with the same result.
Through the SB-110a I can hear a small signal from a generator, and the
LMO is working, but I cannot seem to get much more than the smallest
signal into the speaker. The 6DS4 tubes are V1 and V2 respectively in
the front end of the receiver.
Anyone have any suggestions, or any experience with these tubes?
