While I would not suggest bathing in PCB oil, it is not the health hazard
that it was made out to be.  Its use in high power distribution transformers
is MANDATED in some European countries to this day.  Simply use caution,
minimize exposure [as you would with any petroleum product], and clean up
when you are done.  73.
