Heath dummy load and PCBs...

I've got a Cantenna which could be around +/- 20 yrs old. Got it used about
a dozen or so yrs ago from a hamfest or antique radio meet fleamarket.

I've heard of the power utilities having small test kits which test for
PCB's in transformer oils which they may have on hand. Anybody know of
which I speak? Are these still available and are they available for a
reasonable cost to a non-utility company users?

I think I'd like to test my Cantenna oil first before I simply dispose of
it with the local household haz waste collection program. It could be okay
or it could be PCB-type. The age I suspect it is lays around the time when
such oils were banned (1977).

One of the either active- or ex-employees of Heath mentioned sometime ago
that the so-called serial number is just a production run number. Any
decoding of that possible to extract a date? Or is it just a number tied to
Heath factory work orders or something which have no date-based meaning?
Perhaps I could peg my Cantenna's approx age and figure from there whether
there is a likelyhood of PCB oil being used or not, e.g, 1978 or later:
probably okay; '77 or back: kinda iffy.
