Help IP 2715

Hello.
I have a Heath IP-2715 "Battery Eliminator" bought some 15 yrs ago.
After using it for some days powerering a 70 cm SSb/CW tcvr
a snarling noise (like a cat) and my 70 cm tcvr died. The same
thing happened a bit later when using a 50 watt 2 M pwr amp with
the IP-2715. Again the snarling noise appeared and the pwr amp
died. (Blown output transistors). After that the IP-2715 was stored and eventually I forgot the darn thing.
A few days ago after reading the "Pse help" mails on the Heat-list
it came to my mind that my Heath IP-2715 was still stored some-
where , and that there maybe hope for it.
So heres my plea: What causes the "Snarling noise" (Oscilating?)
and how do i cure it?
