Electrolytics "blow up"

oh my! quite true. However, the HW-16 uses a voltage doubler, if one or more
diodes are (where) kaput, the DC would be rather low. Also, with several
HW-16 under my belt, I've never found one with a diode or two out of wack.
That's not to say it's impossible for one to be kaput, too.
