Hi Folks

Just a note that until recently most Q meters were calibrated using so called
artifact standards. In the case of a Q meter that artifact standard is a very
well characterized inductor. Boonton Radio and Hewlett Packard both made them
at one time. As WB9IOG indicated they are specified for L, Q and distributed
capacitance. These points are provided at a specified frequency as is the
required external tuning capacitance required.  They are typically wound on
ceramic forms. Commercial units are mounted in metal shells for shielding and
to guarntee that the capacitance to ground is a well characterized and
controlled number.

Just provided this info as a bit of technical trivia
