HA-14 Low Power

Recently acquired a HA-14/HP-24 which appears to never have been used.
Power output peaks at 200W, into 50 ohm load,  when driven w/ 70+W.  HV is
correct.  Plates show color if I try to squeeze more than 200W out. It acts
as if there is a problem w/ loading which is fixed.  Loading caps are
installed correctly.  Any comments from HA-14 owners?  Thanks Joe K7MKS
