SB-634 Station Controller Questions

I recently purchased a complete SB-104A station from
an estate that has every conceivable feature. Last
night I finally cleared off a bench to test it out and
get it working. Everything seems to work fine except
the SB-634 Station Console. When I plugged it in the
clock came up with all 8's in the display. I guess
this means all segtments are turned on. The clock
doesn't increment and the set controls have no effect.
Before I open it up and break something does anyone
have a suggested place to start?  I have the manual.
