John, ARRL wants an arm and a leg for a good reason: they own the
copyright on the material in those articles.
It is one thing to put together a list of articles for public use, but
when you start collecting the articles themselves, then copyright holders
get antzy.
You might convince them that it would be in their interest to allow you
or someone to make such a collection and make it freely available on the
Net, for example, but I suspect they would not be at all enthusiastic
about NOT collecting that arm and leg for reprints.
Good idea, but you need their permission.
