6146 tubes are 6.3V fil @1.25 amp.
The HW 101 has 12V fil. supply so it can run on 12VDC supply also.
There is Fil bypass caps on 6146 to ground if I rember correctly.
Check the cap.
Un-even fil volts will cause problems in the output power in your rig.Also over volt will shorten tube life and un volt will not bring the tube to full power.This will cause tunning problems and power changing over time when trying to use it.
If a outher pair of 6146(A,B,W) does the same thing or switching the tubes has no effect it sounds like a bad cap or some kind of short in the fil. circuit.
mesure the voltage at tube socket pins 2 and 7 on 6146
