"Unbuilt" Heathkit

I don't think what the seller has done is illegal or unethical. There is no
misrepresentation there. The description clearly indicates that the kit was
built, disassembled, out of spec parts replaced, repackaged like new, and
offered with a copy of the manual. True, the TITLE indicates that it's
unbuilt, which may be a little misleading. But you are encouraged to read
the description and contact the seller if you have any questions. Now if
someone from West Palm Beach County were to buy it, hmmm...

If what you want is the experience of building a Heathkit, you can get that
experience this way too. It's not the same as a pristine kit, true. But hey.
Just shows you that there's life left in the kit business after all. Who
knows? The buyer might be a kid whose fascination with Heathkit is just
beginning. (On the other hand, considering it's EBay, it'll probably be
purchased by a broker who'll resell it for even more, probably to another
broker!)
