Not all really true.    Part of the problem is that there are a lot of uneducated buyers
out there and items are getting sold 1 at a time.  Stack up 50 hw9s or any thing else and
try to sell them and see what you get for them. Some of the people that are bidding some
of the ridiculous prices do not have a clue as to how many of these items are really
available out there. Also they do not know the value. They are mainly going by what they
see the items go for on ebay. A good example of this, put "rare very hard to find"  on any
item and watch the frenzy.  This is their price basis.
In a free market there is more than one place to buy also. A lot of the high price ebay
buyers do not know where else to get the items. Of course this is not true in every case.
Some people will just pay and be done with it.
