You're absolutely correct! I've been neutralizing finals this way for years
and it's the only method I use, regardless of what the manuals say.
First I tune for maximum output into a dummy load on 10 meters. Shut off
power and allow voltage to die down before removing plate and screen
voltages from the final stage. This is done by unsoldering the connections
to the finals. I then connect a sensitive RF detector to the output and
adjust the neutralizing cap for minimum indication. Repeat as needed until
no further decrease can be observed or detected.

I use 6146W's in my HW-101 and it is the main rig, so it gets a lot of use.
It has been my experience over the years with HW-101 and SB 100 series rigs,
that the best way to neutralize the finals is by disconnecting the plate and
screen voltage. The method described in the manual of max output/min plate
current does not get the neutralization as good as the traditional method.
I did a comparison the last time I changed finals in my HW-101 and was
amazed at the difference when I looked at the neutralized output using the
max output/min plate current vs. the disconnecting of the plate and screen
voltage and measuring the output. The spurs were considerably down with the
plate and screen voltage disconnected method.
