SB-102 S meter question

With the RF gain at maximum, the S meter on my SB-102 never reads above
9 +40 dB no matter how strong the signal is even though the meter scale goes
up to 9 +60 dB.  Would any SB-102 owners know if this is normal for the 102?

With the RF gain at minimum the S meter reads just over the +60 dB mark.
