The best penetrant I've ever found is Kroil, from Kano Labs, at:

Available direct only, but worth the trouble.
As was said by another, apply it and have patience.  This stuff WILL
work.  With a petroleum hydrocarbon product there is always a
possibility of damage to plastics, but I have yet to encounter it with
Kroil.
