An excellent opinion, Sandy.  Would be nice to hear more intellingent and
thoughtful comments on the subject.  We all have our own opinions and it is
nice to hear the opinions of others.  I agree with you about the incursions
on the lower portion of 10 meters.  It is very evident out here on the coast.
 One of the reasons they are prevalent there is the fact that it is so little
used.  Maybe more activity down there may help.
