One approach if you must have white is to visit a Graphics Supply store and see if they still have any of the older Letraset rub on transfers in stock. The supply house I use has a big supply still, but is not ordering any more in since the onslaught of various PC packages for professional graphics artists. Just rub them on to transparent material.

Anywhere from $10 to $15 per package will give you enough stuff to last a lifetime. A huge variety of styles/ fonts/ lines/ symbols etc., and they come in white. They also have lots of lines/ dashes/ dots and other stuff on them. I use capital "I" for vertical and horizontal dashed lines as an example. O & T can be used for targets and intersections.. V for limits etc ( >< )

When you burnish them with the supplied backing paper they are quite sturdy, but I like to either sandwich them with another clear piece or spray with a semi-gloss clear coat if on a panel.

Just a suggestion...
