SB-104A diagnositic question

I have a SB-104A that receives well, and transmits on low power, 1W.  But,
when I push in the high button, the unit has no RF output power not even 1W.
Well, it was obvious to me that the PA transistor had burned out, so I
purchased another PA board and plugged it in.  Powered up the unit, and
still no output on high power  It wasn't the PA board I guess.  Always
wanted a backup.

Do any of you Heath SB104A owners, have any ideas what the problem might be?

        At one time I owned a set of Heath Twins; It was a CW unit only. But
for the life of me I can't remember the model number. Hint: I am also trying
to locate a working pair with manuals if possible.
