Heath HV supply

Regarding my recent post about the IP-32 - the newer supply was the IP-17,
and I found a catalog that included the schematic. It has the same 22K
resistor in series with the bias line. So if the bias control is turned all
the way up, the output will be 150V with the meter switch in the 0-400V
position, and drop to 130V in the 0-150V position. If that's really the way
it's wired, the meter would never go above 130V when displaying the bias
voltage. Seems to me I saw it go to 150 before I rebuilt it, which would
mean the meter was connected ahead of the 22K to show open-circuit voltage.
Can someone tell me if that's how it's really wired, or whether the manual
covers this somehow? Thanks.
