HW101 low output

I finally got an opportunity to work on my year old project since my job slowed down.  I am still not able to solve my low
power output problem on this HW101.  Yes I'm scratchin my hair away on this one.  The receiver seems to work OK on all
bands.  That is if 10db over 9 on 80 meters with the CAL activated is acceptable.  Using the schematic, a refurbished V6
VTVM, and a home brew RF probe, the RF is good up to the plate of the first transmitter mixer.  The RF signal is not
within the schematic specifications on the output of the bandpass filter prior to the second transmitter mixer.  I thought
the problem to be the bandpass filter so I desoldered it and checked it with an ohm meter.  It appears to be ok.  I also
checked all of the resistors and capacitors around this filter and they appear OK.  I also replaced the second transmitter
mixer tube and first transmitter tubes for grins to no avail.  The bottom line is I am able to receive signals on all bands,
but when I tune up with the MIC/CW level maxed out, I'm QRPing.  I may be over looking something very simple, but
this project is becoming extremely personal so any help will be appreciated.
