We always called 'em Printed Encapsulated Circuits because of the
frustrating coating that kept the innards secret...I have seen them in
Heath gear in tone control circuits and in phase shift oscillator
circuits for cw sidetones. Maybe also in other mfr.'s guitar amps to
keep circuity a secret.

I remember at Heath someone either found a circuit (I can't remember if
it's disclosed on the schematic) for the contents of the HW-101 PEC, or
took an educated guess because of the limited number of pins and made
one of discrete parts, and in fact I think lowered the freq to something
he preferred.

If I had a schematic, I'd hazard a guess as to parts values with
reference to an ARRL or W6SAI Radio Handbook.
