PCB Oil

PCBs are not _that_ dangerous - do a search on the web for poly chlorinated
biphenyls for more info.
Perhaps you could tack solder the lid on at three points. Certainly do stick
a warning label on it.
Or, contact your local recycling centre for disposal info, and clean it out
with detergent and hot water, then refill as previously suggested with safe
oil.
